Does Google Voice charge the person you are calling?

I called my husband's cell phone using Google Voice and he said the number looked like it was a long distance number. I know the service is free, but will he get an extra charge on HIS cell bill?|||http://www.google.com/googlevoice/about.鈥?/a>
